     "An Act relating to the possession or distribution of alcohol in a                             
     local option area; requiring liquor license applicants to submit                               
     fingerprints for the purpose of conducting a criminal history                                  
     background check, and relating to the use of criminal justice                                  
     information by the Alcoholic Beverage Control Board; providing                                 
     for a review of alcohol server education courses by the Alcoholic                              
     Beverage Control Board every two years; and providing for an

Representative James moved and asked unanimous consent that the                                     
following committee substitute be adopted in lieu of the original bill:                             
                                                                                                    
     CS FOR HOUSE BILL NO. 132(2d RLS)                                                              
     "An Act relating to the possession, distribution, importation, and                             
     transportation of alcohol in a local option area; requiring liquor                             
     license applicants to submit fingerprints for the purpose of                                   
     conducting a criminal history background check, and relating to                                
     the use of criminal justice information by the Alcoholic Beverage                              
     Control Board; relating to the offenses of operating a motor                                   
     vehicle, aircraft, or watercraft while intoxicated and refusal to take                         
     a breath test; relating to implied consent to take a chemical test;                            
     relating to presumptions arising from the amount of alcohol in a                               
     person's breath or blood; and providing for an effective date."

Representative James moved and asked unanimous consent that CSHB
132(2d RLS)(efd am) be considered engrossed, advanced to third                                      
reading, and placed on final passage.

"It is the intent of the legislature that any general fund money that goes                          
into the program as described in sec. 4 of this bill must have a 50                                 
percent local match."                                                                               
                                                                                                    
Representative Berkowitz objected.                                                                  
                                                                                                    
Representative Mulder moved and asked unanimous consent that the                                    
following amendment to the letter of intent be adopted:                                             
                                                                                                    
 Change "sec. 4" to "sec. 6"
